For practices and small businesses who run contests and promotions on their Facebook pages, some rules recently became condensed, loosened or just dropped. On May 11, 2011, Facebook updated they Promotions Guidelines. And once again, they are a little less restrictive.
One of the biggest changes for practices is that they no longer explicitly restrict contests to be for those of age 18 or older. It now states “…you are responsible for the lawful operation of that promotion, including the official rules, offer terms and eligibility requirements (e.g., age and residency restrictions)…”. The rest of the rules have been condensed into a short read that is easy to understand and follow. They also now clearly state that “Promotions on Facebook must be administered within Apps on Facebook.com, either on a Canvas Page or an app on a Page Tab.”
For the hard-core do-it-yourself folks, you could also run contests on Facebook for those 18 or older using a third-party application that you pay (usually per contest) to administer it for you.
